Quick answer: How much does it cost to develop an AI app in 2027?
- Add an AI feature to an existing app (summaries, a smart assistant, search) — ₹5–20 lakh.
- An AI-first app built on model APIs with your own data, guardrails and evaluation — ₹12–60 lakh.
- Your own fine-tuned or trained model — ₹60 lakh to several crore, plus GPU costs.
- Running cost = requests × tokens × price, per active user per month. Model it before you set prices.
Key takeaways
- Most AI apps should not train a model. They call a model API and spend their budget on data, prompts, retrieval, guardrails and the interface.
- The build is a one-time cost; inference is forever. A loved feature can lose money on every use if you have not modelled cost per user.
- Evaluation — a fixed set of test questions you score on every change — is the line item cheap quotes leave out, and the one that keeps quality from drifting.
- India has cost advantages: rupee-priced Indian-language models and speech APIs, and subsidised GPU access for eligible startups under the IndiaAI Mission.
- Design for slow, uncertain and wrong answers. The UX of an AI feature decides whether users trust it.
The first demo of an AI app is cheap. A developer wires a model API to a chat box in an afternoon and it feels like magic. The app you can charge for is a different object: it answers from your data, refuses what it should refuse, costs less to serve than the user pays, and still behaves when the model provider ships an update. That is where the budget goes.

The short answer: what an AI app costs in 2027
| What you are building | Typical scope | Build cost (India, 2027) | Timeline |
|---|---|---|---|
| AI feature in an existing app | Summaries, smart search, a writing or support assistant, using a model API | ₹5–20 lakh | 4–10 weeks |
| AI-first app on model APIs | New app with retrieval over your data, guardrails, evaluation, usage limits, polished UX | ₹12–60 lakh | 10–24 weeks |
| Voice or multilingual AI app | Plus speech-to-text, text-to-speech, Indian languages, low-latency streaming | ₹25–80 lakh | 14–28 weeks |
| Your own fine-tuned or trained model | Data collection and labelling, training, hosting, MLOps team | ₹60 lakh to several crore | 6–18 months |

Where the money goes in an AI app
The model is the cheapest part to start. The surrounding system is what you pay for.
| Component | What it involves | Share of an AI-first build |
|---|---|---|
| Product and UX design | Where AI helps, how answers are shown, what happens when it is slow or wrong | 10–15% |
| App and backend | Accounts, history, billing, the usual app work | 25–30% |
| Data and retrieval (RAG) | Ingesting your documents, chunking, embeddings, search, keeping it fresh | 15–20% |
| Prompting and orchestration | Instructions, tools the model can call, multi-step flows, streaming | 10–12% |
| Guardrails and safety | Input and output checks, refusals, PII handling, abuse prevention | 8–10% |
| Evaluation | A test set of real questions, scoring, regression checks on every change | 8–10% |
| Cost controls and monitoring | Usage limits, caching, model routing, logging, dashboards | 5–8% |

The running cost: you pay on every request
Model APIs charge by the token — roughly, pieces of words — with separate prices for what you send (input) and what comes back (output)34. Speech APIs charge by the minute or by characters2. That makes an AI app's cost behave like a utility bill:

- Estimate requests per active user per month for your feature (a light user might make 20; a power user 600).
- Measure tokens per request: the user's message, your instructions, any retrieved documents and the conversation so far (input), plus the answer (output).
- Multiply by the model's price per token for input and output.
- Add speech, embeddings, storage and servers.
- Divide by what the user pays. That ratio is your AI gross margin.
A worked example with illustrative prices (check the providers' pages for current ones34): suppose a request sends 3,000 input tokens and returns 500 output tokens, on a model priced at $0.50 per million input tokens and $2 per million output tokens. One request costs about $0.0025. A user making 300 requests a month costs about $0.75 — roughly ₹65. Swap in a premium model priced ten times higher and the same user costs ₹650 a month. That gap is why model choice is a business decision, not just a technical one.
Build on an API, fine-tune, or train your own?

Call a model API
Best for nearly everyone. State-of-the-art quality, no GPUs, pay as you go. Your edge comes from your data, your workflow and your UX.
Fine-tune an open model
Worth it when you need a specific style or format at high volume, or must keep data in your own cloud. Adds MLOps work and hosting.
Train your own
Only with unique data, a research team and a long runway. Eligible Indian startups can access subsidised compute through the IndiaAI Mission, which the government says offers AI compute at up to 40% below market cost1 — helpful, but still a serious commitment.
The India factor
Three things change the maths for Indian teams:
- Indian-language models and speech. Providers such as Sarvam publish rupee pricing for speech-to-text, text-to-speech and Indian-language LLMs2, which makes voice-first and vernacular apps far more practical than they were.
- Subsidised compute for eligible startups and researchers under the IndiaAI Mission1.
- Data protection. The Digital Personal Data Protection Rules, notified in November 2025 with an 18-month phased timeline5, apply to the personal data users type into AI features. Decide what you store, for how long, and whether prompts go to providers outside India — and say so in your privacy notice.
Design is half of an AI product
An AI feature that is right 90% of the time can still lose users if the other 10% is handled badly. Budget design time for:

- Streaming answers so users see progress instead of a spinner
- Showing sources for answers drawn from documents
- Clear "I'm not sure" behaviour instead of confident guesses
- Easy ways to correct, regenerate or report an answer
- Limits and plan upgrades explained before users hit them
- Undo for any action the AI takes on the user's behalf
People trust a slow answer more when they can see the work being done — a pattern known as the labor illusion. Use it honestly: show real steps ("searching your documents…"), not fake delays.
How to build an AI app for less
- Prove the value with a narrow feature inside an existing product or a no-frills prototype before building a full app.
- Start with the strongest model to learn what good looks like, then route traffic to cheaper models where quality holds.
- Write the evaluation set first — 50–200 real questions with good answers. It makes every later decision faster.
- Use managed vector search and auth instead of building infrastructure.
- Ship with usage limits on day one. It is easier to raise a limit than to claw one back.
How we estimated these numbers
These are Science of Apps editorial estimates, consistent with our app development cost guide, which puts an AI-powered app at ₹12–60 lakh. They cover design, development, retrieval, guardrails, evaluation, testing and launch at the hourly bands Indian teams publish, before 18% GST and before usage costs. Pricing structures come from the model and speech providers' own pages234; the compute subsidy from the IndiaAI Mission1. Model prices change often, which is why the worked example uses illustrative numbers. We review these ranges every six months.
Key terms, defined
Token — a chunk of text (roughly three-quarters of an English word) that models read and write; APIs bill by tokens. Inference — running a model to get an answer. RAG (retrieval-augmented generation) — finding relevant passages from your own data and giving them to the model with the question. Fine-tuning — further training an existing model on your examples. Evaluation set — a fixed list of questions and good answers used to score quality after every change. Guardrails — checks that block unsafe inputs and outputs.
Frequently asked questions
How much does it cost to build an AI app in India?
About ₹12–60 lakh for an AI-first app built on model APIs, with your own data, retrieval, guardrails, evaluation and a polished interface, taking 10–24 weeks. Adding an AI feature to an existing app costs ₹5–20 lakh. Training or fine-tuning your own model starts around ₹60 lakh. These are Science of Apps estimates before 18% GST.
How much does it cost to run an AI app per month?
Multiply requests per user per month by the tokens each request uses and the model's price per token, then add speech, storage and server costs. A heavy chat user can cost many times a light one, so set usage limits and price plans from your cost per active user, not your build cost.
Is it cheaper to use an API or build my own AI model?
For almost every app, an API. Hosted models give you state-of-the-art quality with no GPU bills and no training team. Build or fine-tune your own only when you have proprietary data that creates a clear edge, strict data-residency needs, or such high volume that self-hosting is cheaper per request.
How long does it take to build an AI app?
Adding an AI feature to an existing app takes 4–10 weeks. An AI-first app takes 10–24 weeks: the first demo comes quickly, and most of the time goes into retrieval quality, evaluation, guardrails, cost controls and a UX that handles slow or wrong answers.
Can I build an AI app for Indian languages?
Yes. Several providers now offer Indian-language models and speech APIs priced in rupees — Sarvam, for example, publishes speech-to-text and text-to-speech pricing in rupees. Test with real users in each language: tone, script mixing (Hinglish) and transliteration matter as much as raw accuracy.
What does an AI chatbot app cost to build?
A focused chatbot that answers from your documents, with login, history, guardrails and analytics, costs roughly ₹8–30 lakh as a standalone app or ₹5–15 lakh as a feature inside an existing product. Voice, multiple languages and actions inside other systems (bookings, payments) push it higher.
